Abstract

Strategic planning is widely recognized as a critical management practice for improving organizational performance and governance in educational institutions. This systematic literature review aimed to examine the influence of strategic planning practices on educational management effectiveness, identify barriers to their implementation, and synthesize evidence-based strategies for strengthening strategic planning in educational settings. The review followed the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA 2020) guidelines. A comprehensive literature search was conducted across Scopus, Web of Science, ERIC, PubMed/MEDLINE, ScienceDirect, JSTOR, Google Scholar, and Dimensions to identify relevant studies published between 2019 and 2026. Search terms included combinations of strategic planning, educational management, school improvement, institutional effectiveness, educational leadership, and organizational planning. Studies were included if they were peer-reviewed empirical research published in English and examined strategic planning within educational institutions. Studies were excluded if they were duplicates, conference abstracts, editorials, dissertations, non-peer-reviewed publications, or unrelated to educational management. Following screening, eligible studies were critically appraised and synthesized using thematic analysis. The review demonstrates that strategic planning substantially enhances educational management by improving institutional goal alignment, stakeholder participation, resource utilization, evidence-based decision-making, accountability, and organizational performance. Nevertheless, inadequate leadership capacity, financial constraints, resistance to organizational change, weak monitoring and evaluation systems, and limited stakeholder engagement continue to impede successful implementation. The review concludes that institutionalizing strategic planning through leadership development, participatory governance, capacity building, data-driven decision-making, and robust monitoring and evaluation frameworks can significantly strengthen educational management effectiveness.
